Test plan: Three-Tier Grounding Model

  • For a Tier 1 (State D) jurisdiction, confirm the advisor cites curated Codex content, not a web source.
  • For a Tier 2 (State B/C with sources configured) jurisdiction, confirm the advisor pulls directly from an approved source website and cites it as a web source, not as Codex-grounded.
  • For a Tier 3 (State A, no sources configured) jurisdiction, confirm the advisor still answers via open web search rather than refusing to answer.
  • Move a jurisdiction from State C to State D (complete SME review on its remaining backlog); confirm its tier assignment flips to Tier 1 immediately, without a manual re-tagging step.
  • Confirm the ops dashboard's per-country tier display matches the jurisdiction's actual current curation state at all times (no stale/cached tier label).
