identically in the admin KB-management view.
Attempt KB governance actions as a non-admin role; confirm access is
denied.
Reassign a manager on a KB that already has one; confirm the prior
manager is fully replaced, not left as a stale co-manager unless that's
an explicit multi-manager design (confirm which, since the PRD describes
a single "manager" per KB).
