System Admin persona — No configurable framework for mapping legal entities to applicable filing obligations by jurisdiction. Static configurations require developer involvement to update when regulations change. Value gained: Configurable jurisdiction-to-entity mapping, annually updatable rate tables (WCB, PT slabs, minimum wage), and regime-change toggles (e.g., India Labour Codes). No developer involvement for routine updates.

Flow 5: System Admin — Jurisdiction Rate Update - Entry: System Admin navigates to Compliance & Filings > Configuration. - Sees: Legal entities mapped to applicable jurisdictions (US federal/state, Canada federal/provincial, India central/state). - Action: Updates BC WCB maximum assessable earnings effective January 1. - System: Confirms update, logs change in COREHR_AUDIT with effective date. BC filing calculations update on that date. - Exit: Saved. No developer involvement required.
