Open a document on the Document Review screen; confirm the SME can see
and change the auto-assigned track before Accept.
Correct a mis-tagged document (e.g. auto-tagged regulation but actually
a statute); confirm the correction persists and is reflected in any
downstream filtering/reporting.
Run the backfill against existing CFR-tagged documents; confirm all
default correctly to regulation with no documents left untagged.
Confirm the advisor's citation language correctly distinguishes "citing
the statute" vs. "citing the implementing regulation" once this field is
populated (cross-check with
../../nova-policy-advisor/conversational-policy-advisor — this may be a
later-phase integration, not this Feature's own acceptance bar).
