KPI tiles — Three tiles recompute against the active scope: Upcoming (status != filed AND 0 ≤ daysUntil ≤ 30), Overdue (status == overdue), Filed YTD (status == filed). Acceptance criteria: Tile counts change when switching tabs; color tokens: primary (upcoming), rose (overdue), emerald (filed).

Country tabs — Tabs across the top: All Countries (globe icon, executive rollup) + one per country with flag and count badge (US, CA, IN). Active tab gets card background; switching resets jurisdiction filter. Acceptance criteria: All 4 tabs visible; counts equal filings in dataset; selecting a tab updates list, calendar, and KPI tiles.

Executive (All Countries) view — Read-only aggregated mode. Hides per-jurisdiction pills, swaps list grouping to group-by-country with a Country column, and disables write actions in the detail sheet. A purple banner reminds users it is read-only. Acceptance criteria: Banner visible only on All Countries tab; jurisdiction pills hidden; rows show country headers; actions in detail sheet are disabled.
